On 16 December 2025, the President of the ECHR, Mattias Guyomar, participated in the diplomatic conference for the adoption of the Convention Establishing an International Claims Commission for Ukraine, held in The Hague.

President Guyomar welcomed the adoption of the Convention and stressed the importance of ensuring accountability for violations of human rights and reparation for victims.

Noting that the Court is the judicial body of the Council of Europe and that the future Commission will also operate under the Council of Europe umbrella, the Court President emphasized that their roles will be complementary.

“The Court is currently the only international judicial body to hold Russia accountable for violations of human rights protected by the Convention. Through its adjudication of inter-state cases and its findings of violations of individual rights, the Court supports the sovereignty of Ukraine. The Court’s judgments stand as a historical record, a bill of accountability, and a message to future generations: human dignity cannot be erased, and truth cannot be silenced,” concluded President Guyomar.
