Election of the President


The plenary Court elects its President for a period of 3 years.

The President directs the work and administration of the Court. He/she represents the Court and, in particular, is responsible for its relations with the authorities of the Council of Europe. The President presides at plenary meetings of the Court, meetings of the Grand Chamber and meetings of the panel of 5 judges.

On 8 September 2023, President Síofra O’Leary delivered a speech at a ceremony in memory of Jean-Paul Costa, former President of the Court, organised by the Permanent Representation of France to the Council of Europe. Mattias Guyomar, judge elected in respect of France, and Marialena Tsirli, Registrar of the Court, also attended the ceremony.

President Síofra O’Leary delivered a keynote speech at the "EUnited for Diversity II" International Conference on The Rule of Law and Constitutional Diversity, held in The Hague, The Netherlands, on 31 August and 1 September 2023. Frédéric Krenc, judge elected in respect of Belgium, and Kateřina Šimáčková, judge elected in respect of the Czech Republic, also participated in the conference. On the side of the conference, President O’Leary held a bilateral meeting with Didier Reynders, Commissioner for Justice of the European Commission.

On 16 and 17 May 2023 President Síofra O’Leary represented the Court at the 4th Council of Europe Summit in Reykjavik (Iceland).
