29/10/26

On 29 October 2026, Lətif Hüseynov, judge elected in respect of Azerbaijan, Diana Kovatcheva, judge elected in respect of Bulgaria, Mateja Đurović, judge elected in respect of Serbia, and Canòlic Mingorance Cairat, judge elected in respect of Andorra, participated in the conference on 20 years of the Constitution of the Republic of Serbia, held in Belgrade.

In his opening remarks, judge Hüseynov drew parallels between the rights guaranteed by the Serbian Constitution and those set out in the European Convention on Human Rights. He highlighted the shared responsibility as the basis for the Convention system, as all judges, domestic and European alike, are responsible for applying and interpreting the Convention’s text. He also emphasised the principle of subsidiarity, according to which the primary responsibility of protecting human rights and freedoms lies with the domestic courts.

Judge Đurović’s keynote address focused on the evolution of European human rights law and the role of the European Court.

Judges Hüseynov and Kovatcheva also contributed to panel discussions devoted to challenges and perspectives of human rights protection, speaking about fair trial guarantees before constitutional courts and the intersection between human rights and artificial intelligence.
