Judge Elósegui speaks at the opening event to present the “PACE Network for the promotion of the implementation of ECHR judgments”

On 20 January 2026, María Elósegui, judge elected in respect of Spain, spoke at a meeting of the Committee on Legal Affairs and Human Rights of the Parliamentary Assembly of the Council of Europe, during which the Network of Parliamentarians to Promote the Implementation of Judgments of the European Court of Human Rights was presented.
Judge Elósegui highlighted the key role of that national parliaments can play in implementing the Court’s judgments. The judge also added that the Court’s judgments continue to be respected and hold authority within the member States, adding that, according to statistics published by the Department for the Execution of Judgments, around 80% of the Court’s judgments are enforced.
Petra Bayr, President of the Parliamentary Assembly of the Council of Europe, Gianluca Esposito, Director General Human Rights and Rule of Law of the Council of Europe, and Sergiy Vlasenko (Ukraine, EPP/CD), rapporteur on the “Implementation of Judgments of the European Court of Human Rights” also spoke during this event.
