Court President speaks at justice-related events in Malta

On 22 October 2025, the President of the Court, Mattias Guyomar, delivered a keynote speech at a Council of Europe HELP course launch on the work of the European Commission for the Efficiency of Justice (CEPEJ), held in Valletta, Malta.
In his speech, the President expressed appreciation for the work of CEPEJ and the HELP training programmes for legal professionals.
“It is appropriate that we celebrate the remarkable contributions of the European Commission for the Efficiency of Justice, whose dedication to advancing judicial efficiency and fairness stands as a beacon of, and provides a concrete benchmark for, the safeguarding of judicial work across our continent,” said President Guyomar.
Highlighting the role of national authorities—particularly courts—in securing the rights and freedoms defined in the Convention, in line with the principle of subsidiarity, the President introduced the concept of efficiency in justice, both in terms of the Court’s case-law and the institution itself.
On the same day, the President of the Court also met the Minister for Justice, Jonathan Attard.
In the afternoon, the President delivered a keynote speech and participated in a Q&A session with members of Malta’s legal community. Centered on the theme Judges as Guardians of Democracy, President Guyomar emphasized the crucial role that judges and lawyers play in maintaining the rule of law and democracy across Europe.
Lorraine Schembri Orland, judge elected in respect of Malta, Ana Maria Guerra Martins, judge elected in respect of Portugal, and Saadet Yüksel, judge elected in respect of Türkiye, also attended the events.
