On 8 April 2026, the President of the Court, Mattias Guyomar, informed the Council of Europe’s Committee of Ministers on the main developments in implementing the Court’s three priorities: efficiency, visibility and responsibility over the past six months.

On efficiency, the President provided a brief overview of the Court’s judicial activity, highlighted recent procedural reforms, and presented statistical data showing that continuous efforts concerning case-management are producing results, including the Court’s historically low number of pending cases.

On visibility, he outlined the Court’s outreach and communication activities, including visits, interviews, social media posts, livestreams, videos and other communication tools aimed at reaching diverse audiences.

On responsibility, the President emphasised the independence of the Court as the judicial organ of the Council of Europe and the national authorities’ and the Court’s shared responsibility for applying the Convention.

In his speech, President Guyomar illustrated through examples of recent case law that the Court protects the human rights of everyone (a “Court for all”) and noted that justice and the rule of law are instruments in the service of peace.
