Visit by the Armenian Ombudsman
17/12/2009
On 17 December 2009 Armen Haroutiounian, the Armenian
Ombudsman, visited the Court and was received by President Costa. Alvina Gyulumyan, the judge elected in respect of Armenia, and Roderick Liddell,
Director of Common Services, also attended the meeting.
Visit by a delegation from the Supreme Court of “the former
Yugoslav Republic of Macedonia”
14/12/2009
On 14 and 15 December 2009 a delegation from the Supreme
Court of “the former Yugoslav Republic of Macedonia”, led by its President, Jovo
Vangelovski, visited the Court. It was received by, among others, President
Costa and Mirjana Lazarova Trajkovska, the judge elected in respect of “the
former Yugoslav Republic of Macedonia”.
Visit by a delegation from the Court of Justice of the European Union
11/12/2009

A delegation from the Court of Justice of the European Union, headed by its President, Vassilios Skouris, paid a working visit to the European Court of Human Rights on 11 December 2009. The delegation met judges and members of the Court’s Registry and took part in a round table discussion, which focussed on the current situation in both courts, particularly the question of the European Union's accession to the Convention, the Interlaken Conference and recent developments in the case-law of the two courts.
Colloquium in Strasbourg
03/12/2009

On 3 and 4 December 2009 a colloquium on remedies for gross
and systematic human rights violations was held at the Court. This
colloquium organised by the International Center for Transitional Justice (ICTJ)
brought together, among others, representatives of other international human
rights protection mechanisms and international courts, national judges,
representatives of NGO’s, academics and practitioners. President Costa
delivered the opening speech to the colloquium, at which judges and members of the
Registry were also present.
Visit to Brussels
01/12/2009
On 1 December 2009 President Costa went to Brussels,
accompanied by Erik Fribergh, Registrar of the Court, at the invitation of the
Swedish Minister of Justice, Beatrice Ask. He took part in a meeting with the
Ministers of Justice of the European Union, who had gathered for the "Justice
and Home Affairs" (JHA) Council. The President of the Court of Justice of the
European Union, Vassilios Skouris, was also invited to the meeting.
This official journey was organised by the Ambassador
Torbjørn Frøysnes, Special Representative of the Secretary General and Director
of the Liaison Office with the European Union in Brussels. At the same time
President Costa took the opportunity of giving a press conference. He was also
able to have bilateral talks with Luis Romero Requena, Director-General of the
Commission's Legal Service and his colleagues. The discussions centred on the
entry into force of the Treaty of Lisbon, on 1 December 2009, and the question
of the European Union's accession to the European Convention on Human Rights.

Visit to Greece
09/11/2009
President Costa visited Athens on 9 and 10 November 2009.
He was accompanied by Christos Rozakis, Vice-President of the Court and
judge elected in respect of Greece, and Erik Fribergh, Registrar.
On 9 November 2009 President Costa visited the Court of Cassation and was
received by Georgios Kalamidas, its President. He also met Panagiotis
Pikrammenos, President of the Supreme Administrative Court. President Costa
gave a speech at an Athens Bar Association conference.
On 10 November 2009 President Costa met Charalampos Kastanidis, Minister
of Justice and Human Rights, and was also received by Dimitris Droutsas,
Deputy Minister for Foreign Affairs.

Visit to the Czech Republic
22/10/2009

President Costa went to the Czech Republic on 22 and
23 October 2009. He was accompanied by Karel Jungwiert, the judge elected in
respect of the Czech Republic, and Claudia Westerdiek, Section Registrar.
On 22 October 2009 President Costa was received by Václav Klaus, the
President of the Czech Republic, and also met Jan Fischer, the Prime
Minister.
On 23 October 2009 President Costa visited the Constitutional Court where he met Pavel Rychetsky, the President of the Constitutional Court. He was
also received by Iva Brožová, the President of the Supreme Court.
Visit by the Minister of Foreign Affairs of “the former
Yugoslav Republic of Macedonia”

On 20 October 2009 Antonio Milososki, the Minister of
Foreign Affairs of “the former Yugoslav Republic of Macedonia”, visited the
Court and was received by President Costa. Mirjana Lazarova Trajkovska, the
judge elected in respect of “the former Yugoslav Republic of Macedonia”, and
Michael O'Boyle, Deputy Registrar, also attended the meeting.
Visit by the Turkish Minister for EU Affairs

On 20 October 2009 Egemen Bağış, the Turkish Minister for
EU Affairs, visited the Court and was received by President Costa. Işıl Karakaş,
the judge elected in respect of Turkey, and Erik Fribergh, Registrar, also
attended the meeting.
Visit to Slovenia
12/10/2009
On 12 and 13 October 2009 President Costa visited
Slovenia to take part in a panel discussion on the "Application of safeguards in
criminal proceedings under the ECHR" at Portorož. He was accompanied by
Boštjan Zupančič, judge elected in respect of Slovenia, and Michael O'Boyle,
Deputy Registrar.
Visit by the Armenian Minister of Justice

Visit by the Turkish Minister of Justice

On 6 October 2009 Sadullah Ergin, the Turkish Minister of Justice, visited the Court and was received by President Costa. Işıl Karakaş, the judge elected in respect of Turkey, and Erik Fribergh, Registrar, also attended the meeting.
Visit to Monaco
01/10/2009

On 1 October 2009 President Costa visited Monaco, where he
was received for an audience by His Serene Highness Prince Albert II. He
was accompanied by Isabelle Berro-Lefèvre, the judge elected in respect of
Monaco. During the visit, they gave a lecture on the challenges facing the
European Court of Human Rights and attended the traditional hearing marking
the opening of the judicial year in Monaco.

Visit of Prince Guillaume, Hereditary Grand Duke of
Luxembourg

On 23 September 2009 His Royal Highness Prince Guillaume, Hereditary Grand
Duke of Luxembourg, visited the Court. He was received by President Costa
and met members of the Registry. Dean Spielmann, the judge elected in
respect of Luxembourg, and Erik Fribergh, Registrar, were also present.
Visit by the French Secretary of State for European Affairs

On 15 September 2009 Pierre Lellouche, French Secretary of
State for European Affairs, visited the Court and was received by President
Costa. Deputy Registrar Michael O'Boyle took also part in the meeting.

17th Ambassadors' Conference in Paris

On 28 August 2009 President Costa attended the 17th
Conference of French Ambassadors in Paris. On that occasion he talked with
Bernard Kouchner, Minister for Foreign and European Affairs. President Costa
gave a presentation, together with Louise Arbour, President of the International
Crisis Group and the UN High Commissioner for Human Rights from 2004 to 2008, on
multilateral protection of human rights (programme,

Training seminar organised by the International Association of Lawyers (UIA)
11/06/2009
President Costa made the welcoming speech at the training seminar
organised by the UIA on 11 and 12 June 2009 in Strasbourg. Other judges
also spoke at this seminar, entitled "Pleadings before the European Court

Visit to Austria
08/06/2009
President Costa was on an official visit to Austria on 8 and
9 June 2009, accompanied by Elisabeth Steiner, the judge elected in respect of
Austria, and Søren Nielsen, Section Registrar.
On 8 June 2009 President Costa was received by Gerhart Holzinger, President
of the Constitutional Court, and took part in a working session of the
Court. He also met Clemens Jabloner, President of the Administrative
Court, and Irmgard Griss, President of the Supreme Court.
On 9 June 2009 President Costa was received by Heinz Fischer, President of
Austria, and Claudia Bandion-Ortner, Minister of Justice.

On the occasion of the Spanish chairmanship of the Committee of Ministers, President Costa visited Madrid from 11 to 13 May 2009, where he took part in the Committee’s Session.

On 29 April 2009 President Costa participated in an event to
mark the 50th anniversary of the Ecole Nationale de la Magistrature
(national legal service training college) in Bordeaux. In the afternoon
he chaired a debate entitled: “Working towards dialogue between
different judicial systems. Justice and Globalisation: the stakes and
challenges”.

Visit to Berne
21/04/2009
On 21 April 2009 President Costa visited Berne where
he met Micheline Calmy-Rey, Federal Councillor for Foreign Affairs, and
Eveline Widmer-Schlumpf, Federal Councillor for Justice. He was accompanied
by Giorgio Malinverni, judge elected in respect of Switzerland, Michael O'Boyle,
Deputy Registrar and Patrick Titiun, Head of the President's Private Office.
Visit to Latvia 13/04/2009
From 13 to 16 April 2009, President Costa made an official visit to Latvia,
accompanied by Ineta Ziemele, the judge elected in respect of Latvia, and
Michael O’Boyle, the Deputy Registrar.
On 13 April President Costa was received by Gunārs Kūtris, the President of the
Constitutional Court.
On 14 April President Costa met Māris Riekstiņš, the Minister of Foreign Affairs,
and Valdis Dombrovskis, the Prime Minister, and made a speech at Riga University.
He was then received by Valdis Zatlers, the President of Latvia, and Mareks
Segliņš, the Minister of Justice.
On 15 April President Costa met the judges of the Supreme Court and the
Constitutional Court and MPs.
On 16 April President Costa gave a press conference in Riga before a further
meeting with Gunārs Kūtris, the President of the Constitutional Court.

From 27 to 30 March 2009 President Costa was on
official visit to Croatia, accompanied by Nina Vajić, the judge elected in
respect of Croatia, and Roderick Liddell, the Director of Common Services.
On 27 March President Costa was received by Stjepan Mesić, the President of
Croatia, Ivo Sanader, the Prime Minister, and Ivo Šimonović, the Minister of
Justice. President Costa also met the judges of the Constitutional Court
and the Supreme Court of Croatia.
On 28 March President Costa was received by Mladen Bajić, the Principal
Public Prosecutor of Croatia.
On 30 March President Costa met Leo Andreis, the President of the Croatian
Bar Association, and gave a speech at the Law Faculty of Zagreb. |

On Friday 20 March 2009 President Costa opened a
training seminar on the procedure before the European Court of Human Rights,
organised jointly by the French National Federation of Young Lawyers’ Unions (FNUJA)
and the International Association of Young Lawyers (AIJA). The seminar took
place in the Human Rights Building in Strasbourg. Judges Françoise Tulkens,
Corneliu Bîrsan and Elisabet Fura-Sandström took also part.

Visit to the French Constitutional Council
13/02/2009
On 13 February 2009 President Costa led a Court delegation to Paris for a meeting with the French Constitutional Council. The delegation was received by Jean-Louis Debré, President of the Constitutional Council and all its members.

This is the first time that the European Court of Human Rights has paid a visit of this kind to the Constitutional Council, though a delegation from that Council came to Strasbourg four years ago.
Discussions centred on numerous subjects of common interest relating to the contributions made by the case-law of both institutions, the application of the European Convention on Human Rights to European supreme courts and to the relationship between reviewing compliance with the Convention and reviewing compliance with the Constitution.
The European Court of Human Rights also explained the position it is in as a result of Protocol No. 14 still not having entered into force. The Constitutional Council presented the innovations brought in by the constitutional reform of 23 July 2008 and in particular the creation of an a posteriori constitutional review of legislation.
Following the visit, the Constitutional Council and the European Court of Human Rights have agreed to pursue and develop their relations with each other.
